L'acolliment familiar : una mesura de protecció a l'infància

Abstract

La nostra recerca ha tingut com a punt de partida realitzar un estudi sobre una mesura de protecció a la infància en situació de risc o desemparament, les famílies d’acollida concretament a Catalunya. El treball presenta un marc teòric que defineix el concepte, diferenciant-lo de l’adopció, que sovint són conceptes que es confonen. A més a més, s’exposen les diferents modalitats i experiències d’acolliment existents. S’ha elaborat un marc legal a partir de les lleis i decrets sobre els drets dels infants que regulen diferents serveis i conceptes bàsics sobre l’acolliment. El treball està enfocat en el procés d’acolliment i tot el que comporta, tan a nivell de relacions dins l’àmbit escolar, àmbit familiar biològic o no, com a nivell psicològic de l’infant. Per recollir informació sobre els diferents serveis que atenen aquests infants i les famílies implicades, conèixer experiències reals o associacions que donen suport als diferents agents, hem realitzat entrevistes estructurades i semiestructurades. Hem cregut oportú introduir en la majoria dels apartats un seguit d’aportacions i/o comentaris extrets de les entrevistes realitzades amb famílies d’acollida, joves que han estat acollits o actualment en acolliment, institucions i associacions implicades, per donar més coherència i poder fer una comparació de la teoria i la pràctica. A partir de la informació extreta dels instruments i de la recerca teòrica, s’han elaborat unes conclusions respecte els objectius plantejats en aquest projecte.

The starting point of our research has been a study on a measure to protect children who are in risk or neglect situations, foster families specifically in Catalonia. This project presents a theoretical framework that defines the concept, differentiating it from adopting, concepts that are often confused. In addition, it presents the various modalities and experiences of fostering that exist. We have developed a legal framework based on laws and decrees laws on the children’s rights that regulate the different services and basic concepts about foster families. The project is focused on the fostering process and all that entails, both in terms of relationships within the school environment, biological family or not and psychological level of the child. To collect information from the different services that cater for these children and families involved, real experiences and associations that support the different agents, we have made structured and semi-structured interviews. We thought appropriate to introduce in most sections a series of contributions and/or comments obtained from interviews with foster families, young people who have received or currently in foster care, institutions and associations involved, to give more consistency and to make a comparison between theory and practice. Based on the information extracted by this instrument and theoretical researches, we have extracted conclusions related with our main objectives of the project.
